The Engineering Services Division is responsible for the development and implementation of the Town’s five-year Capital Improvement Program. This includes the design, environmental review, right-of-way acquisition, and construction for all street, water, sanitary sewer, and reclaimed water infrastructure improvements.
Engineering Services reviews all site plans, preliminary and final plats, rezoning requests, special use permits and construction documents for all private development projects in the Town. The Engineering Services Division is also responsible for traffic engineering elements including neighborhood and school traffic management, development review, street and traffic signs, pavement markings, and the design and construction of traffic signals. The timing and operations of the Town’s 180 traffic signals is managed using a centralized computer system in the Traffic Operations Center.
Engineering Plan Review
Plan review responsibilities include pre-application, preliminary plats, improvement plans, and final plats. This review process is only for the engineering improvements (water, sewer, streets, etc.) and not the building review.

Detailed inspections are completed for every construction job in the Town. These inspections are for the public's safety and convenience. These inspections include retention grading, sewer line flow, water line leakage and pressure, soil density, and concrete and asphalt thickness and durability. The records area maintains files of recorded plats (lot dimensions, easements, etc.), construction as-builts (water, sewer locations, etc.), and Town benchmarks. Copies are available to developers, engineers, and the general public for a per-page charge. Engineering - Request for Records.
