Water Meter Audit Overview 

The Town of Gilbert recognizes the concerns residents have shared about utility billing and water meters. In response, we initiated an independent water audit to thoroughly review these issues. This audit reflects our ongoing commitment to transparency, accountability, and ensuring every customer is billed accurately and fairly.

We thank residents and business owners for their patience and engagement throughout the independent review of the Town’s utility billing and Advanced Metering Infrastructure (AMI) systems. We want to reassure our community that resolving any issues identified in the water audit is our top priority.

To provide an independent assessment, the Town retained Kimley-Horn to conduct a comprehensive review of utility billing operations, water metering infrastructure, and related business practices. For more than six months, the audit team reviewed more than 93,000 utility accounts, six years of billing data, millions of utility transactions, and hundreds of physical water meters and meter radios.

The audit found no systemic issues with Gilbert’s utility billing system or water meter infrastructure.

The review confirmed that approximately 99.5% of utility consumption transactions were calculated correctly and that the Town’s metering system is operating as intended. Testing also found that approximately 99% of meter radios were functioning properly.

Council's Plan to Address Concerns

The Mayor and Council thank Gilbert residents for sharing their concerns regarding rising water bills.

Numerous water-related changes have occurred in recent months, and addressing the underlying causes of these higher-than-normal bills is a critical priority for the town.  We acknowledge the frustration this situation has caused and are committed to finding solutions that ensure a sustainable water supply for Gilbert while delivering the excellent service our residents deserve.

The Town is hosting Utility Listening Sessions to hear directly from residents about their water and utility experiences.
