Community Development Block Grant

The Town of Gilbert receives approximately $700,000 annually in federal funds from the U.S. Department of Housing and Urban Development (HUD) for the Community Development Block Grant program (CDBG).

CDBG funding provides support for public services, improvements to public facilities and infrastructure, and various other community development activities.

All CDBG activities must meet the eligibility criteria set forth by federal regulations. Town departments and local non-profits apply for CDBG funds annually which are prioritized and reviewed by a volunteer resident committee. Mayor and Council make final decisions on CDBG projects and funding amounts.

Get Involved!

In order to receive CDBG funds, the Town must complete a Consolidated Plan every 5 years and an Annual Action Plan every year. The Annual Action Plan describes the activities that will be undertaken to address the need of the community utilizing federal funds.

CDBG Projects

The Town of Gilbert has utilized CDBG funds to offer services, housing assistance, infrastructure and facility improvements for the residents of Gilbert. Examples of past funded projects include:

  • • Infrastructure in qualifying neighborhoods (Sonora Town Sewer Conversion Projects)
  • • Public Services for low and moderate income residents (Gilbert Senior Center operation)
  • • Owner-occupied housing repairs (Gilbert Emergency and Minor Rehabilitation Program)
  • • Increase homeownership opportunities (Gilbert Down Payment Assistance Program)
  • • Facility Improvements (Expansion of the Child Crisis Center and building of new Community/Senior Center)
  • • Job creation through technical assistance to Gilbert businesses (Frontrunner Program)

Federal Plans and Reports

In order to receive CDBG and HOME funds, the Town of Gilbert must prepare a five-year consolidated plan, annual action plans that outline intended use of federal HUD resources each year, and annual evaluation and performance reports of accomplishments utilizing federal funds.  All plans are developed in consultation with local organizations and individual residents through a public participation process.
