Funding Process and Priorities

The Town of Gilbert has a single funding process for social service, affordable housing, community development, arts and culture activities. This funding process allocates General funds, Neighbor 2 Neighbor funds, Community Development Block Grant (CDBG), and HOME Investment Partnership funds (HOME).

Request for Public Comment

The Town of Gilbert FY 12-13 recommended funding priorities for the annual human services funding process is now available for public comment. The annual funding process provides general and federal funds to non-profit organizations providing human services to Gilbert residents.

Those wishing to submit comments may present at the Council Public Hearing on: Thursday, February 9, 2012 at 7:00 p.m., Town Council Chambers, 90 E. Civic Center Dr, Gilbert, AZ 85296 or may submit comments in writing to Community Development.

Town Support

Homelessness, hunger, and most other social needs are regional issues that affect the entire metro Phoenix area. The Town of Gilbert supports area social service agencies through both Town general funds and federal Community Development Block Grant (CDBG) funds. These funding sources have supported regional homeless service providers, shelter services, basic needs assistance such as food boxes, youth programs, elderly and disabled services, intervention and prevention services.

Funding Application Process

The Town administers a single funding process for local non-profits and town departments to apply for funding and provide services to Gilbert residents. A group of volunteer Gilbert residents make up the Community Services Committee which acts as an advisory board to Mayor and Council during the funding process. See below for a general funding process timeline:

  • Fall: Funding priorities set
  • Jan: Funding applications available
  • Feb: Funding applications Due
  • Mar - Apr: Community Services Committee review
  • Apr: Public Hearing Presentations/ Community Services Committee funding recommendations
  • May: Mayor and Council approve final funding recommendations
  • June: Funding contracts approved and awarded
  • July 1: Services start for the year

Federal Plans and Reports

In order to receive CDBG and HOME funds, the Town of Gilbert must prepare a five-year consolidated plan, annual action plans that outline intended use of federal HUD resources each year, and annual evaluation and performance reports of accomplishments utilizing federal funds.  All plans are developed in consultation with local organizations and individual residents through a public participation process.
